“What Glitters Always Isn’t Gold” actually means that whatever glitters NEVER is gold, which is illogical in my standpoint.

I think I agree with you, unless they're referring to something in the dungeon that glitters which has some effect not relating to gold. I think that would be a pretty big oversight. Especially considering the punny titles of many other quests from this patch perhaps we should see if the Loc team has snuck in some clever play on the popular figure of speech. :]
Given how odd it looks, I'm betting it's a reference of some kind, either to pop culture, or to something in the dungeon (Maybe there's something in there that always glitters even when light isn't shining on it, and it's a monster or something)
There is a method behind our madness! I swear!
Hopefully all will be made clear with further investigation into the area (the Aurum Vale) and its history!
Spoiler Alert!
I'm sure it has something to do with the Gold Lung and Goldbite effects that plague parties inside the dungeon... I could make a stretch and say that the glittering roots that protect you from them might have something to do with it, too. But I'll probably figure out some more later, after I run it some more and do the quest.
