You're a long time player, so I should think you know what you're doing. Maybe it is some obscenely bad luck. But I don't think I've commonly heard that being a huge stumbling point. Personally would agree that it's usually books (although, climbing into my 60s, maybe I wouldn't struggle so much any more, being able to solo most of them now...).
But in any case. It's not really like there's anything you can be doing wrong for that. All I can ask, and, again, assuming you're doing it right, but I'm sure I've made this same mistake before, but what zone(s) have been withholding their atma from you? I swear, last time I did this, I made the dumb mistake of farming in a zone that didn't even have an atma.

deleted due to reasonsThe ARR and Heavenwards stuff is fine. It got nerfed to hell numerous times already but they aren't going to make it where you can just get one thing one after another. The entire process is still supposed to be a grind and gets done pretty quickly after the atma stage since you can solo or unsync all of the trials/dungeons.
Also if you think it is bad now, you don't know anything unless you did it before all the nerfs. Now THAT was a chore.

If you think that step is terrible, you're in for a treat. Its one of the easier, least time consuming steps.
Again, not sure what to tell you, RNG is RNG. It just seems that you've run into some exceptionally bad luck with it.
I've done 4 of the ARR relics, 1 when it was current and 3 after nerfs. After the nerfs it usually took me only 5-6 Fates tops to get a crystal to drop, with stubborn ones never taking more than 15.
I know you've said it before that you've done this before, but are you sure you're in the right zones? Not all ARR zones gives crystals, spent about an hour on my last run of the relic in the wrong zone and wondering why I wasn't getting anything, then /facepalmed when I checked a guide and saw that zone I was in didn't drop any crystals.
He said he didn't spend "more than an hour in any one zone". Getting one of the twelve pieces. Don't jump and respond so angrily, especially if you're then going to ask the next person whether they "actually read what [you] wrote or stopped half way"...
1-in-10 doesn't sound like terrible odds when you have infinite and constant chances like you do from FATEs. Though it is of course vulnerable to runs of bad luck.
I've only just picked up the atma quest myself, but I'm intending to do it slowly. Just get one piece in a session and then go do something else inbetween.

Which would be a fine response if she said that the quest is bugged and that she doesn't get atma when she should. She didn't.
And what she said is that she thinks it should take less time than even that due to how outdated the content is.
Basically, she said that the lvl50 relics are so outdated and useless by now, that they should reduce the grind significantly to make it more in-line with what you get from them. And I agree. Right now their biggest value is glamour and, more importantly, story. No part of the quest should take more than 1h or so in total, but one that'd take 2 or 3 would be acceptable if the rest would take a dozen or so minutes mostly. It is just too outdated to give it the "grindy relic" treatment. It's no different than some crappy high-quality gear you get from other sidequests in value anymore.
And this is what she's been trying to say all this time.
Of course...those of you who didn't understand it the first several times around probably won't still...but...meh. I didn't write here earlier so I could add my opinion on the suggestion anyway.
