It's a way for SE to get extra money, and it's not written anywhere that they have to give all the previous year's event items in the next year's event. Some items they let people get still, but like I said a lot of people can trade items to you by giving them temp estate settings. Buying them in the cash shop is purely optional
That work around doesn't work if the item in question is a clothing item as opposed to a furnishing, though.

My thoughts, it would be nice if someone decides to create a new character to at least have characters on the same account able to purchase seasonal items from the calamity salvager. I started a new character after being gone for over a year and was disappointed to see that none of the items I had earned in seasonal events could be acquired on the new one except to purchase them for real money, and even then some weren't available on the Mogstation at all, such as the crossover event items from Dragon Quest.

That said, I do think that letting people purchase old seasonal items for gil during the times of year when the events re-run is fair so that everyone can have access to the same items, and one-time events could be limited to the cash shop for people who didn't play them when it was in the game, and available for alts from the salvager.
