The bit about it being a strange dialect is likely just that - many Domans and Hingans can speak Eorzean Common, but because of differences in localization in the Far East, and the continued use of several Hingan phrases, it comes off as an odd dialect.

I've compiled all the language lore I could find in this post on Languages and Accents. All of the new EE2 language lore is there, as well as pictures of the new Far Eastern script.
I based most of it off a FanFest that happened 2017.

But the Koji and Oda also states that Doman and Hingan are different languages to Eorzean, but to quote another user; "Koji and Oda both acknowledge that due to the Japanese version obviously already speaking Japanese in all regions it's hard to equate Hingan/Doman to being "Japanese" specifically, however for simplicity's sake it would essentially be a different language altogether."

But I like, and prefer your compilation of language better. So I guess you can count it as another language overall.
