What I expect, honestly, is that the covered eye has a sort of gem on it that glows in twilight.

I think it's actually a spirit of a behemoth, that has looked upon you from the void as you were being born, and has now placed part of itself into your soul, and the magical glowing up is the behemoth looking through his window, deep in the void.

3) only in Cutscenes it glows

The way the hat is now is cool.. it doesn't need the glowy eye FX
