If you want the Heavensward jobs(DRK, AST, MCH) you need to do the previous requirement, plus follow the storyline until it sends you to Ishgard(where the job trainers are) - along with buying the expansion. For the Stormblood jobs(SAM, RDM) you need a combat class at level 50 along with the previous requirement(the level 10 quests) - and again, having bought the expansion. The initial trainers for these two are located in Ul'Dah.
And apparently the soon-to-be-added Blue Mage job will also require level 50 and getting to 50 in the Main Scenario (up through the original ARR climax in the Ultimate Weapon quest), but it won't require having bought an expansion.
