why does it rain so much and so often and for long period of time? (real time)

The average rain uptime is only 10~15%, so it's actually not that often.

The weather can only change every 8 hours ingame time (at 0:00, 8:00 and 16:00). That means every weather effect stays in place for at least 24 min real time. Sometimes the weather stays in place for another 24 minutes or even longer, but that happens rarely with rain.

By the way the weather is not randomly generated, it follows a fixed pattern. Weather affects some ingame events, especially for the Fisher class, wich means the weather is balanced around this stuff and you can't simply change the weather pattern without screwing that balance over.
