Keyboard and controller are character settings so you change them only for your character. And them are separate afaik, if you switch mode you find them as you had set last time.

It makes sense. There really is a lot of information for any one person to retain, and the support you're speaking too might not be fully brushed up on the particular inquisition in hand. In this case, they are still trying to be helpful by pointing you in the right direction. Think of it like asking a local directions for a destination somewhere close by. The person being asked might not know exactly how to get there, but does know it's north and tells you to go in that direction and also tells you there's another gas station on the way.
