Can't Unlock Blue Mage

I am currently unable to get the 'Out of the Blue' quest, i do meet the requirements, i have 3 level 70 jobs and I have completed the Ultimate Weapon quest. When i go to the location specified in the patch notes (Limsa Lominsa Lower Decks X:10 y: 11) I cannot the see the zealous yellowjacket NPC described in the patch notes there is however a man in blue named 'Ahldskyf'. I even tried re-watching the ultimate weapon cutscenes to see if i could get the quest to appear with no luck. Am i doing something wrong or is this a bug?

The story quest unlocks the job, as is the case with all other jobs. "Out of the Blue" is the story and the job

Jan. 15th for Blue mage Weekade do the other stuff this week.
