You can't do Heavensward Job Quests until you reach the Heavensward Main Scenario

I purchased Heavensward and Stormblood and completed all the quests for A Realm Reborn. I am currently on the main scenario quest "Tendrils of Intrigue". I was able to pick up and complete the Ninja quests up through Ninja Assasin (Strangers in a Strange Land, The Impossible Girl, and Ninja Assassin).

But now, when I go to the quest giver Oboro, he does not even indicate that I have any future Ninja quests.

Why would I be able to receive and complete those quests, but they do not show in completed quests, and it said I unlocked the skills (ie: Armor Crush), but then says Action not learned yet???

I play the game with others who have done the same Ninja quests and never experienced this issue.

So what is the real issue? Do I have to wait until I reach Foundation before I can continue my Ninja progression? That does not seem right, and why was I allowed to receive and complete the quests I did, if they are not going to do anything for me??

I would really like to understand what is going on. Is this a bug, or am I going to be forced to wait to use my skills until I am able to travel to Foundation, by which time I will probably be level 60 and not able to use any skills above 50?

If you did the "Strangers in a Strange Land" quest before then it was a bug. I have a summoner alt that can't progress the job quests because I didn't finish the ARR story yet.

You need to do the last 2.55 quest ("Before the Dawn") to have access to HW skills/quests.

"Tendrils of Intrigue" is a 2.4 quest so you're close to Ishgard.

Do you have another character that you might be confusing your progress with? Because the game is not supposed to give you any of the 50-60 job quests until you reach Heavensward.

As for your concern about not being able to use your 51+ skills before reaching Heavensward, you won't be able to access any content where those skills would be usable until Heavensward anyway.
