Why do so many textures look like they are from a ps2 game?

Never had a problem with this honestly. It's expected for ARR content to have much more pixalated issues when compared to the more recent SB, but still doesn't bother me. To each their own though.

Hien's Jacket is one of the worst offenders. The texture looks like it was made in the late 90s.
