Why do so many textures look like they are from a ps2 game?

Why does someone state that its 2018 if the game is at least 5 years old?

Cause it's a game in 2018 with a expansion that came out in 2017 has many textures look worse then games came out on PS3 at launch, I can look past ARR but Stormblood having such terrible textures is ridiculous.
