Annoying Skill Lag

So I am having problems with lag regarding using skills. For Example, I play dragoon, sometimes I'll press an attack skill and it would not be activated and the cool down line that goes a full 360 degrees to show when it is ready would reset again. Same problem when I activate a buff skill like Blood For Blood. The cool down line will do a 360 degree for 80 seconds then shows when it is ready to be used again. When I press it however, it just resets back to like maybe 7-8 seconds left before being able to use again. This gets annoying because I do not know when I am truly ready to use my skills.

I thought maybe it could be the router so I moved it closer to where I am but it still has the same issue.

I ping 204.2.229.9, All packets sent and received with an average 128 ms. This could be an issue but my roommates all play the game good with no skill lag like I do.

I tested my internet and I get 114.7 MBPS with 9.78 Upload.

I've gotten a new computer to play this game which maybe the problem as well. Played on a gaming laptop before and there wasn't no skill lag like I am getting.

If anyone has anything I can try to resolve this, it would be great.

-Wired or WIFI connection
-Other programs being used when running FFXIV
- When lag occurs ( Does it only occur when using a skill)
-Everything you have tried to resolve the issue
