Nah, remove the extra steps all together and have the report auto blacklist too.
The sad thing is that the report function is supposed to be muting these guys (At least according to the note on their weekly illicit activity reports...), but it doesn't actually work for whatever reason.
It says a lot about how much they actually care about this whole matter if they can't even be bothered to make sure the primary method of combating it is working properly.

That's a real quick way to fill your blacklist with characters who will be banned weekly. I stopped blacklisting them a long time ago.
They don't get banned so often. SE makes a weekly post about doing these things, but there's plenty evidence to the contrary to be found if you record who amongst the people you have reported has been banned.

How so? They don't get deleted when SE bans them. I can't say I've ever seen the same name week to week.

I've honestly never seen the same RMT spammer persist for more then a day or two.
Though they should be banning them more often then once a day since they have enough time to prepare replacement spammers with that long of a wait. I imagine it's probably because of the sheer amount of time they need to waste relaying all of the reports to the STF instead of just letting the GMs handle it.
Hell, I rarely see the same name persist for longer than 8 messages. SE needs to be terminating entire accounts and suspending their licenses once enough RMT reports towards an account have been made.
