How would you set item level requirements for Leveling Dungeons?

Except for weapon damage, Lvl 68 NQ gear outclasses Shire in everything. And the problem with Castrum Abania wasn't that tanks weren't dealing enough damage, so the weapon being stronger is meaningless here. It's that tanks take much more damage in Shire than in Doman, making their life and the healer's harder...

Also with the higher defense it means the healer can dish out dps and not just be spamming heals on tanks.So actually having the NQ gear will be an overall dps gain for the party.
And a lot of the time it's only doable with shire gear because someone else who actually has up to date gear is carrying the undergeared dps.And i think it sets a very bad example having rich veterans on alt jobs being carried by new players who actually spent the effort gearing up.
