The 270 set is nearly always better... in Vitality.
Everything else is surpassed by Gazelleskin gear.

But hey, laziness beats raw stats. There will be people taking Aug Scaevan gear all the way to lvl 80.
Yep. Can't just look at vitality. An fully HQ Gazelleskin dragoon has more defense than a 270 shire gear tank.
