Also let's say you have a new SE service account for whatever reason, you couldn't link it to your current PSN because your old service account would be connected to it, therefore you would need to make a new PSN account to link it to which pretty much taps on what OP was saying.
It's a CYA. Meaning: If someone else has access to your account and they do something that warrants any type of punishment, you can't come back and say it wasn't you because as per the rules... that is not allowed (or just in general claiming it wasn't you to try to avoid sanction.)
