Proper NPC Location and Placement

I'm not sure if this is the correct section to post my suggestion, but if possible could the devs place all npcs' within sheltered kiosks or at least just sheltered, especially the one's portrayed as elderly, it say something on how we should treat others especially the elderly, thanks.

If this is supposed to be a serious question... it doesn't sound very serious.

Is everyone you see in real life "standing in a sheltered kiosk" or are they out in the street going about their business?

(And if their business is standing around at all hours, possibly in the pouring rain, waiting for adventurers to ask them silly questions, well that's... um... none of our business.)

seriously? this is a question? i'm all for caring for the elderly but it's a VIDEO GAME.

It's just something to overlook for the sake of player convenience. In games such as The Legend of Zelda: Breath of the Wild pretty much every NPC reacts to changes in weather, the presence of monsters and the day/night cycle. As a result, it can be easy to miss side quests that would otherwise be readily available if those NPC's were simply standing around in the same spot no matter what was going on around them. I'm content with FFXIV's current approach...and it isn't hard to head-canon the NPC's going about their daily lives when the adventurer isn't standing right by them.
