Yep. I've queue for leveling roulette before and got Ifrit, Garuda and Titan normal on more than one occasion. People just have to accept that it's a possibility. If they can't...well, roulettes aren't for them.
Oh yes the beloved baby primals...i always facepalm if i get them when i level something. On the other hand they are quickly done if you compare it to several dungeons in that level range.
