If you've been hit with suspension before and the problems continue, perhaps FFXIV is not the game for you. The point is that this is supposed to create a comfortable environment for everybody, not just the one player who feels that the rules should be adjusted for them. Again, having only read through only half of the first page, while I sympathize about mental illness, I cannot sympathize about asking for some kind of exemption to the rule about suspensions and bans.

If you have such a hard time controlling your impulses online, and you've been warned about it before and it continues to happen, then I'll be plain and blunt - FFXIV is not the game for you, and you honestly would need to start seeking professional help to assist you in getting that under control before you come back into an online gaming environment. That's just my two cents on the matter.

Also: please note that you've probably just put this account on notice as well, so if you can't control yourself, you run the risk of having both this account and your main terminated if the GMs link the two together. tldr: Either work on getting the help you need or you'll just be banned.
Rule violations are per account only they do not carry over to new accounts. So her new account is safe until she screws up on it which from the sound of it she eventaully will.
