People may be worried that U/U with 1 meld will end up useless. In some cases it may be true.

Now SE releases Green, Blue, Purple & Orange/Gold rarity armor (which is planned).

(assuming Lv.50 & highest materia grade is tier IV)

Green - Worse than 1 melded (some U/U have unique stats that no materia have)
Blue - On-Par with 1 meld (again keeping the unique stats in mind)
Purple - On-par with 1-2 meld
Orange~ - On-par with 2-3~ meld
Legacy - 5 meld+

Allowing only 1 meld (100% rate, no failing) it would be a good step. Even if it was just some upgrade by an NPC (spiritbond value must be full before attaching, tired of seeing that useless thing on U/U armor).
Further, they could always add special materia that drops from dungeons (perhaps only allowing it to be placed on armor from that dungeon?).

Also while you make good examples the problem with that is i doubt they would make materia like that, that stuff is too good, even in your examples the stats the gear comes with is retarded low which would just be more trash. The problem with U/U gear the stats on them need to be higher. We have such high stats that +5 is laughable on armor, armor needs to have stats like 15+ str or more most of the time.
