You may want to try a clean boot if you haven't already. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

You mentioned that your old PC had no issues and you had a system report for it, correct? Can you provide that?

The latest error sounds a lot different but it probably has a similar cause. Have you downloaded any C++ Runtime software outside of the standard Windows update?
