I'm assuming since this a brand new PC, meaning you had a fresh install of Windows, correct? After a fresh install of Windows 10, there may be some 'Optional' or 'Recommended' updates that aren't installed automatically. Check for those updates and install any that aren't already. Many of those aren't necessary for Windows to work, but may be necessary to run Final Fantasy XIV.

The settings you asked about (HDR, free sync, etc.) shouldn't be an issue. The error you have is usually a software/driver crash.
