The gear is programmed for different parts to display different shades of the one chosen colour, but that's not really connected to the ability to store two pieces of dye colour information on the gear.

Right now the instructions programmed into the coat would be something like:
- Apply standard shade of [colour] to bodice
- Apply pale shade of [colour] to sleeves

To implement a two-dye system you don't just need to change those instructions to [colour 1] and [colour 2] on every piece of gear that does it - and there are lots - you also need to add more data to the items so they can carry the information. Which boils down to more character customisation (which means more data to transmit to and from everyone on your screen) PLUS tinkering with the sorts of coding that they apparently can't tinker with very easily.
