I was wondering that myself since other games I have already announced their winter events..
Yes we're getting the starlight event as we do every year. The event usually lasts about two weeks and runs until the new years event starts. So I would expect it to start probably end of next week or so.
All the rewards are in the data mined files already. Check out garland tools if you want to see what they are.
i would think a preview/announcement will be coming sometime next week and the event itself will prob start Dec 15 or thereabouts going until Dec 31 with Heavensturn following right after.
They announce 1 week before. This year, as you've no doubt seen, it begins on the 17th and was announced on the 10th.

Holiday events should be something everyone in game can enjoy and achieve easily. People that have an injury to their hand (s) or a handicap may have trouble or unable to complete the conducting part due to the precise timing. Pretty low budget SE. If you must have a timed event that requires exact manipulation, perhaps make it so if you cannot complete perfectly after 10 tries, you receive 1x token rather than 2 or 3. That would make it fun for all.

The timing is nowhere near as precise as you think it is. Just press the button earlier.

Anyone having trouble with this event due to injuries or handicap would also have trouble with a lot of dungeons and trials. In short, they would have trouble getting very far in the game at all.
It's very easy to play since it accepts any button press or mouse click. The only problem I can foresee at the moment in terms of accessibility is probably just color...but the diamonds move so that ought to help. Ignoring color, the sustained notes aren't noticeably different from the rest so you might end up missing those.
If you have no sense of timing then...a very loud metronome might help? But the diamonds are pretty generous.
