Error 17 preventing MSQ from continuing

On talking to Biggs outside the Skysteel Manufactory in the MSQ "New Winds, Old Friends, he says his first line, whereafter loading commences. For some reason, I keep getting a crash, and message saying "an unexpected error has occurred. exiting final fantasy xiv.(17)". As far as I can tell, this is the only place i get this error.

I have tried creating a new character, which worked fine, and other cutscenes also work fine. I have tried everything. Updating drivers, reinstalling the game, tried different graphics settings, both directX 9 and 11, updating directX, windowed and fullscreen mode, turning off sound, deleting my log file in the FFXIV folder, and more. I keep getting the crash.

This is keeping me from continuing the MSQ, so it is quite a problem, as I really want to play this game again after a few months of break. I am currently trying to reinstall the game again to a different drive, and will update this post with the big log file when the installation is complete.
