For over a weeks off and on I have been camping near the Hermit's Hovel in Outer La Noscea for hours at a time waiting for The Coeurl's Away FATE to spawn, and have seen neither hide nor hair of it. I've searched to see if it has been removed and can find nothing stating so, it is simply not popping.
