I wouldn't say it's dying but most people are either waiting for the next big patch and playing other games or just doing dailies/weekly raiding for the most part, we're just in that drought that happens once in awhile.

My sub expired like 2-3 days ago and I been lazy to resub at the moment. I will have to resub in few days or in a week due to keeping my house and pvp. I hate pvp way more than Eureka but gotta get enough points to buy the stuff I want before the dc reshuffling. Pvp queues will probably be horrible after the servers split.
Got three of my characters to ilvl 370 and finished msq to current and learned updating gear further pointless until new patch drops.

The only dying going on is downtime between patch cycles. Primal is fine and sitting pretty. Wouldn't ever want to leave this DC. Especially after the server regrouping.
Excalibur has had quite a solid raid community and lot's of world firsts.
I still have instant ques on my Tank. My retainer's still completely sell out over-night.
All the new stuff from Pyros (emote, hairstyle, Goblin Dice, etc) sold instantly for 5mil each.
Never had a problem with Primal in general either.
Ironworks released in the same patch as carbonweave in HW.I wasn't even talking about that - that's the new crafting AF stuff from 5.0. I'm talking about the Ironworks Crafting/Gathering gear equivalent for 4.0. The "carbonweave" stuff came out in 4.3, I see no reason they won't be following up with the blue crafted set. It'll be the BiS for crafting when 5.0 hit, since the 5.0 stuff will be higher than 4.4 stuff, which the 4.3 crafting gear was good for.
Now, don't get me wrong, I'm fully melded so it won't bother me if we don't get the higher tier but I don't expect them to deviate from the norm since they haven't yet.
Been doing a lot of checking on the servers that are moving over to light and it seems most of those( still have two to check), other than Balmung and Mateus are low pop with many open housing plots and seller unfriendly MB. It’s lookig like Primal may not become as bad as I’m fearing

Primal is a fantastic data center overall. We're not quite as strong in Feast PVP in terms of participants but if that's not your cup of tea, you'd be just fine here. I love this data center and am glad I moved here.
"We want bunny suits for guys!" -- OK! ✅
"We want Ishgard housing!" -- OK! ✅
"We want Viera!" -- OK! ✅
"We want Cloud's motorcycle!" -- OK! ✅
"We want Blue Mage!"-- OK! ✅
"We want the ability to earn past Feast rewards!" - HAHA no that's sacred.
I just really hate the damn que times though.. took me a half hour to get into a level 70 roulette last night as a drg

The datacenter is fine, we're just in between patches. Despite the hate for Eureka, Pagos is still pretty lively too. Pyros will probably have a nice influx of players once people finish Pagos since a lot of people like myself didn't bother with it until after the nerfs it was given.
