You've taken a reason for disappointment and replaced it with a reason for disgust.
As Reinha said, BLU being in extended "beta-testing" until 8.1 or beyond would still be the best case scenario. If it's not a testing phase, then the only intent to remain is that it always be staggered behind real content, that it will never be a real job and will never make a positive impact on the existing roster or core content.
Sadly, dev responses so far suggest you're correct. It will probably be staggered side-content, and nothing more.

I think the disappointment for me about BLU comes from the fact that it isn't so much a job/class but SE is using it as an actual content filler for the next patch and is possibly considering following this idea for future patches with the mention of Beast Tamer and Puppet Master. I'd rather have them just release the job as they normally do and let players use it freely in all areas of the game than have it released as it's own thing that people will forget when they get to level 50. Another issue with that is that it will ALWAYS restricted to old content because it's capped 20-30 levels behind unless SE is serious about keeping it up to date. (Which worries me because SE has been known to abandon content in this game - i.e Golden Saucer, PVP, HoH/PoTD etc.)
I feel like they should have just ignored the worries of "the meta" and just went ahead and released it like they wanted. Eveyone doesnt savage raid and everyone doesn't care about having "best in slot." I know most dungeon runners don't and I know most casual player could probably care less.
