That is right. But before the split it still has the highest population of all datacenters.
I thin there is a reason this will be done not far away from the expansion (also the 2 planned servers for EU).
I think Chaos had the most issues during the launch of Stormblood because of this and a result could be the most amount of quitting players during the launch, compared to US and JP. So the plan to split and add 2 servers on top could be a preparation to do it better for the launch of Shadowbringers.

I'm actually worried about this too. Luckily I'm not going to lose any static myself, though it's really bad for people who will. What personally troubles me is the possible lack of people to do content with. Will queues suffer? I wonder if the census about EU servers is just wrong and SE knows better (???), otherwise I don't understand the meaning of this split.
