My opinion:
BLU mage will be limited to select job actions from only a select # of enemies. And they will not be able to pick and choose at will which abilities that can use except for maybe a very small chance SE allows it to play any role.(Doubt it)

From what I've seen so far, there seem to be a few possibilities Blue Mage may go to:
1) Being able to play as every role (but limited);
2) Being a "nothing";
3) Being one role.
1) It's possible that we can learn our actions through the monster itself, but that every action we unlock is tied to a specific role. When we apply for a duty later on, we have to select our role and we can only use those actions available to us from that given role. Granted, some actions could be cross-role.
If there are enough actions, it'd still leave some customisation (e.g.: Every "Role" has 50 actions but you can only pick 25) going up as we progress, just like normal jobs getting more actions.
2) With being a nothing I mean roleless, they won't have a role, period. And therefor won't be able to fit into the trinity and can't go into duties/raids. While I find this less lkely, as why even bother making something that can't be used for end-game. It might be a possibility.
3) I can also seem them moving Blue Mage to a one Role Job. (probably Caster, I'd say.) They'd show us all the actions we can obtain, and where. We'd have a roster, of ~100 actions, but we can only select ~30 actions. This'd still leave the customisation open, just less so as it's still one role.
Anyway, those're my thoughts on the matter. We'll know more soon.
