As the title says, simply do that every NPC that offers Levequests/Levemetes shows every available ones for said NPC. I'm currently doing ARR Relic and I've never noticed it before, and I ignore if it was asked in the past, but sometimes you need to do certain Leve in an area, but it doesn't appear on the list, and the only way to make it appear is wasting an allowance (which takes a lot of time to get back) so it finally pops up. Please consider doing this little change, I'm pretty sure many people would be grateful of not wasting their allowances because of this.
