Leveling a job is something that people can directly participate in doing in-game. Therefore it IS content. It's also something a lot of people actually enjoy.

There's also a lot more to the gameplay of FFXIV than fancy skills and AoEs. Lv. 50 content doesn't have all the bells and whistles that 70 does, but the foundations of combat are all still there. The things that matter more than what skills you have:

1. How you execute those skills.
2. Positioning
3. Party awareness and teamwork.

To name a few.

As for 60 content... until recently that every content was what you considered the cutting edge of the game. It's barely changed at all and yet now you view it as worthless?

And even leveling dungeons, with their admittedly awkward partial skillset with level caps between the even 50, 60, and 70 are all playable. Because they all still have the foundations of combat. Bells and whistles be damned.
