If they made it optional I see no issue. Just do not make it mandatory. Something like this seems like a toggle issue. I mean they would not even have to create job quests at the lower levels, just make it so you acquire the skill as you level until you hit the original intended level starting point.
Only a super small minority want this. Why allocate time and resources to please a negligible fraction of players?

This is one case where everyone can be happy, so that sounds like a good reason to me. I don't consider leveling from 1 attractive in any way, but if other players would enjoy the option, why not let them have it?
What Op is suggesting isnt a bad thing. The problem is we'd need to move the npcs for job quests to the 3 starting cities.
There's a reason behind this.Especially for example jobs that are extremly popular with casuals like dark knight.
There are many who play whatever job until they unlock heavensward and then purchase jump pot on dark just to continue story with it.
This is part of the reason there are so many clueless dark knights after lvl 60.
You'd probably actually get more new players though if they had instant access to the new jobs.I'd rather that happend and they learn the job from lvl 1 instead of hititng random buttons at lvl 50+
There is still of course the issue with players being able to level in potd which lets be honest should never have been allowed.
I suggest buffing the items you can get in potd and HOH and introducing weekly challenges instead for potd to give you a smaller xp boost.

There are times I sorta wish I wasn't leveling up so fast as is. Feels like I'm skipping past content when I've out-leveled it. I've scarcely touched PotD simply because everything else I've been doing has been exp enough. Completing an/multiple Anima? Psh, I'd hit level cap before even making it to the next expansion if I did that.
I don't really mind the idea of leveling, given how many options there are now.
Personally, I would enjoy the option of resetting the level for a maxed out job. That may be just me, though. If the trust system is how I think it might be, I would definitely take advantage of going back to level 1 with a particular job.

People Rush To Max To get into endgame content because the raids are where all the cools kids Are... But Then When you Get There you realize You're the Cool Kid after all

Leveling a job is something that people can directly participate in doing in-game. Therefore it IS content. It's also something a lot of people actually enjoy.Because leveling jobs in this game is awful, and it'll only get bearable once we're allowed to keep our learned skills when lvl synced down. Currently, most of the jobs are borderline unplayable when below 70. No one wants to run through Sastasha or Copperbell with literally 4 buttons and zero aoe.
Also, leveling a job isn't "content".
There's also a lot more to the gameplay of FFXIV than fancy skills and AoEs. Lv. 50 content doesn't have all the bells and whistles that 70 does, but the foundations of combat are all still there. The things that matter more than what skills you have:
1. How you execute those skills.
2. Positioning
3. Party awareness and teamwork.
To name a few.
As for 60 content... until recently that every content was what you considered the cutting edge of the game. It's barely changed at all and yet now you view it as worthless?
And even leveling dungeons, with their admittedly awkward partial skillset with level caps between the even 50, 60, and 70 are all playable. Because they all still have the foundations of combat. Bells and whistles be damned.
