How am I supposed to level in Pagos?

What I did was: buy tons of Eurekan pots and do challenge log solo or join a pt if someone is shouting. Sometimes higher lvls would be trying to spawn lower lvl NMs and when joined, I got to complete the log faster. The mobs need to give you some exp for it to count.
When NMs spawn, ask for inv. Stick to the lower area of map unless you get a ride from someone in your party. Get to 21 first to get the access to the tele.

I caught up in like a week and a half. Only did like 2 challenge logs. Never had to go back to Anemos. Took 2 more weeks to finish 3 relics. It is possible, just need to be patient and perseverant.

if you have a party of friends, you can camp near the bunny fate and level sync to 24 there and chain some mobs, that could possibly work xD.

This is why I don't do Pagos. SE needs to dramatically change it to make me wanna bother with it. It's horrendously anti-social and you have to be several levels above it to be able to take part in it.

It's really lame, because I was hoping Eureka was going to finally be the persistent, non-timegated content that would keep me subbed to FFXIV full-time. That sadly didn't pan out. Ah well.

Do the challenge logs works in Anemos if we are at a higher lvl ?
Like for example, if i'm lvl 28. I go back to Anemos, I'll be synced at lvl20.
What level will be considered then? The synced or the unsynced one ?

I’ve run into a similar situation as OP. Completed challenge log in anemos, got to lv23. But now I have no clue how to level up. I’m too low level for Pagos, but Anemos barely gives me any exp.

Is running around low level areas of Pagos solo and hoping the train rides by to do a FATE the only way to progress? Because it doesn’t exactly sound like great content design

You can Challenge Log it up to 25, do the "quests" to unlock the light grind, and then sit in the train during what remains of peak hours, emptying out your shoehorned kettle every few bars of light as the exp takes you to 35.

You can pretend Eureka doesn't exist, and just grab a relevant iLV weapon already, which can last you to the next expansion.

This is what I did. I just farmed Suzaku for my weapons and never looked back.

One of my fc mates went on at level 23 and couldn't get a group. So I haven't even tried it again myself.

SE really screwed up the relic this patch. It's supposed to be the ultimate weapon for casuals, needing a grind, but at your own pace. Eureka completely destroys that and makes it for hardcore grinders who can spend hours upon hours sitting in one spot and killing things.
