honestly just sit next to the lvl 21 crystal and wait for low lvl nm to pop.
if you find that too boring your other option is fight things your lvl while waiting for the bottom nm to spawn. (since those will be the only ones you can make it too.)

The sad truth about Pagos is that if you are under 30 you are useless to groups because you don't have access to the upper transporters and will NEVER reach the fates up there in time. Even if you are up there, you will be way too low to be useful.
Now for the low ones, if you camp out at the bottom teleporter, you can reach them when they pop if you are fast and careful, it's still VERY dangerous below 25. When one pops just shout for a group and someone will take you in so they will have a full 8 for the fight, kill the fate and unjoin until the next one, which will probably be awhile.
Now, WHY would you bother to do this instead of going to Anemos? Because honey, the experience from ONE fate in Pagos is almost equal to getting an Eureka log entry done at your level, seriously. At 22 I was getting over 200,000 exp a fate. That's WAY better than anything in Anemos. BUT, you gotta deal with the Pagos crap to get it. Is it worth it? Eh, that's for you to decide. It DOES help get the 20's out of the way fast though so you can get to 30 and the upper Pagos levels. Once you do that, the experience REALLY starts to come in. I did Eureka from 1-35 including armor and weapon for my main job in 7 weeks. You just gotta put in the time.
