Limsa Lominsa White Graphical Artifacts

I played a few years back and was getting blinking white artifacts showing in Limsa Lominsa. I figured my graphics cards (pair) were overheating a bit as I was overclocking, or one was faulty.

Fast forward to now, and I'm playing again, but this time using a generic, dime-a-dozen PS4. And, it's happening again, even worse. It's hard to describe so I made a video. In a nutshell, when I'm in Lominsa little white "blotches" will start to show up blinking. Sometimes they'll be in a straight line, other times they're just all over.

See video link below. Thanks for any help; this is really ruining the area for me. You can see the artifacts to the right of my character, near then end they start doing the blinking in a line thing. They don't show up too well in the video, but on a big screen they're extremely noticeable. The worst happens around the market board by the main plaza.

Edit: Found this Reddit thread showing the same issue from some time back. This individual was getting a solid white line. I have seen that too though typically it is flashing white blotches either in a line or all over the place. No idea how to fix this as I am using a PS4, and I doubt my HW is faulty as this seems to be a glitch. I don't think it is overheating as I'll notice it when logging in fresh at times.
