Making troll topics just means community reps are even less likely to relay any further posts to the devs. Having worked as a forum mod, I can tell you from personal experience, you just end up being treated as something they laugh at. I get it. You're desperate for MCH buffs. The job definitely needs help. But this won't accomplish what you're aiming for.

Making troll topics

This is not a troll topic. If it is, then the BRD tooltip thread is also a troll topic. The MCH threads are not troll topics either, most of them contain key feedback about the current design, pointing out problems and coming up with solutions. This is the actual bug report about Tornado Kick, by the way. Even if my posts are coming across salty, and I believe I have the right to be, I'm talking about real issues in each and every post.

Idk, is there something buffing abilities but not weapon skills?

I tested the other abilities to see if perhaps Skillspeed had a hidden modifier to them, much like the potency increase on auto attacks.

It's only Tornado Kick. Tackle, Elixir Field, Howling Fist, etc, all behave within the expected range, but Tornado Kick doesn't.

That said, it really only warrants two words on it.
