Nobody knows.
They made the ARR pre-order bonuses available again in early 2014 for pre-ordering the PS4 version of the game.
But since they released a recolored version of the Moogle hat in the cash shop, instead of the original you got for pre-ordering ARR, I would say no, they will not become available again.
But it's all speculating.

I missed out on the Ala Mhigan Earings, so it'd be nice to have another chance at them. Buuuut I'm not holding my breath.
Probably not. No one would ever preorder anything from SE ever again if they were to do that.

They could do it just like the ddigital upgrade.
People will always preorder stuff even if it's a very minor trinket people will want it.
Blizzard does this from time to time with WoW.... much to the outrage of the community that pre-ordered. I actually hope they don't.
Honestly never been a fan of preorder bonuses being hyper exclusive, If I remember correctly Mass Effect 2 eventually sold it's preorder bonuses to all players for like 5 bucks, and I feel like that's how it should be handled with all digital goods as bonuses, just timed exclusives at best.
I really wouldn't mind if SE threw the Ala Mhigan Earrings up for sale cause they're pretty useful for leveling.
I think it all depends on how it’s marketed. I have zero problems with them throwing stuff up on the store later IF they were originally offered as “early access” or “timed exclusive”, but I do find it kinda shady when you originally promote something as an exclusive, and then open it up later for general availability. Nothing related to pre-purchases with WoW has ever been exclusive to pre-purchase short of pre-release access to things like the mounts, pets and Allied Races. They were never stated to be pre-purchase exclusives, just that the player could get access at the time of pre-purchase or date to be decided later. The closest they have come was when Blizzard said they were considering making access to the Battle for Lordaeron scenario a pre-purchase exclusive but never actually made that a final decision. Ion as usual said some clueless stuff off the top of his head during a Q&A and that confused people even further.
The community outrage was always one of their own making for assuming things that Blizzard never stated and there's always been another part of the community pointing that out. Asked to prove those items were stated to be pre-purchase exclusives (which would be super easy with the way so many fansites jump on announcing that sort of information as soon as it's available) and none could ever do it.
If SE has clearly stated certain items were going to remain a pre-purchase exclusive, then they probably will remain that way. Personally, I don't think pre-purchase exclusives short of early access is a good idea but if companies are desperate to get the sales today instead of next month to boost some sort of financial reporting, they'll do what they feel is necessary to get the sale today.
You can upgrade to the collectors edition via the mogstation but I'm not sure whether that will include the bonuses
