A silly question about gathering's secondary tools.

So here's the question...

Let's say your secondary tool for either mining or botany gives X-number of gathering points... Does that add up whenever you're gathering with your primary tool as well? Or it's only applicable IF and only IF you're using your secondary tool for either outcrops or plants?
