This is my problem with it. It gets the most value either on pull, or during a transition phase like you state later. It is only worth the cast a couple of times during a fight, and even in those situations it's still a negligible buff, and its overall contribution to a pull is almost nothing (less than ~200 DPS added to the total dps of the raid, and that's if you're casting it every 60 seconds for an entire 10 min fight. Casting it on pull and during transition is probably something like ~40 DPS added to the raid's total DPS). For an ability that is supposed to define Selene's role, this is honestly a pathetic contribution. 3% is not a high enough number to matter at all, unless it's an aura that's constantly active.
