DX11 error in new areas

First time this happened recently was with the first cut scene for the Deltascape quest line then during deltascape duty finder.

Every time i log into the character the error crash happens during the load screen time, I'm assuming that this is due to the area my character is in is similar to the deltascape area.
I'm able to play my secondary character with no issue doing MSQ as well as traveling through all the zones (up to 4.0).

Updating all my graphic drivers, switching to DX9, Uninstalling and doing a clean install, tried doing a clean install without Steam, setting all graphic setting to the lowest, changing the NVIDIA graphic setting for the games.

The only way i got out of the last DX11 crash cycle was to log onto a friend PC and move my character to a area that i know works.

There was another suggestion that it maybe window 10 issue and i should try a different OS which i cant do.
