It was after they did the first inventory increase in SB, that's why they then later added chocobo sadle bags as it's a different system and you can acces that inside duties. Apparently increasing the normal inventory even further now would just crash instance servers whenever we go in a duty ... something like that.
I often make the 90's server hardware joke but it's not just the servers, it's the spaghetti code.
Remember when they increased the inventory size? Many people including myself had the option to see the whole inventory in 1 window, after they increased the bag size the inventory window had 2 tabs instead of the whole thing in 1 window. They actually said it was an oversight and they where working to bring that option back but there were some issues with the increased slots now ... they didn't knew how to do it at first and had to test.
It's the reason why we have complicated half assed 'solutions' like the glamour toilette.
On top of all this we also had the PS3 limitations ... lucky that's not an issue anymore however it's still show in the code.
I'm honestly very surprised how they where actually able to untangle the spaghetti like this however at some point it will break (read; server crash when adding 1 more inventory slot at this time) they have to do so much extra work and honestly I wouldn't be surprised if they don't understand all of it anymore at this point.
Would have been better to just scrape it and made ARR new from the ground up but that would have costed too much money then they wanted to invest no doubt.

Letter from the Producer LIVE Part IX Q&A Summary (10/30/2013)
Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
