As for supposed inconsistencies? Sirensong Sea has gear that's dyeable (and is also a rehash from some of the last level 60 dungeons). A few crafted items can't be dyed, but (most) of them, if they can't be dyed, have a harder-to-craft version that is dyeable (the survival shirt, etc.). Flower crowns can't be dyed because people wanted to be able to make something with the flowers that they were able to garden with.

Skalla & Swallow's Compass gear is dyeable because they're contest-winning outfits. Sirensong Sea is the only other "anomaly" (unless there's something I'm not aware of).

Raid gear is only ever dyeable when it becomes craftable later (i.e. Coils, Dun Scaith, etc.)

Class gear has always had to be upgraded pre-dye, same with all tomestone gear, and all class-specific gathering and crafting gear.

So, yeah. Maybe there's a few inconsistencies, but let's not act like it's willy-nilly everywhere you go. It's certainly not a reason to suddenly deviate further from the norm.
