This is what happened. Minority of vocal players bitching on forums about speed running dungeons to get their tomes and others disparaging players for watching cutscenes so they decided to make everyone suffer. They also prevented speed running dungeons by creating the locks preventing advancements without clearing mobs. Which was also due to vocal complaints on forums over speed runners wanting to rush dungeons to tome cap during ARR.

The option to skip cutscenes would be nice.
