Probably the most likely reason - they'd have to develop and maintain the feature, and with the collection of third-party options that already work just fine (for most) there's no real motivation for them to spend time and money on adding and maintaining the feature.
Honestly, I think the only reason Blizzard even has it for WoW is because they've wanted to turn the Battle.net launcher into a kind of one-stop social spot for players of their games, so adding voice-chat fits within that framework.
There's also the fact that it wasn't actually added to WoW and isn't in the game itself. It's run via the desktop Battle.net app, not the game client.
Seeing how SE developers develop new content and new features, I really don't want this voice chat anymore.
A voice chat feature needs to be implemented from the launch of the game, to build up a community around using it, to be like "VR Chat".
Other 3rd parties handle it just fine. If they did implement it themselves though I probably wouldn't use it unless I was playing with friends. The most hardcore content I do is Extreme primals, and I don't always do those. But when I do, voice chat isn't necessary.
In-game voice chat? And present the trolls with yet another avenue to express their toxicity?

Waste of resources. There's only a few MMORPG's out there that even touch on the subject, let alone support it. WoW has had it for years now and almost no one uses it. As the others have said, 3rd parties are the way to go. They offer more flexibility and will be better than any implementation SE could do.

I honestly would not use it because I am more of a private person and dont want to talk to strangers like that. And for those that I trust enough I still have Discord. But I even barely use that with voice chat because I have the problem that too much talking not only distracts me but also gives me a headache. Its the reason why I stopped raiding with my former FC because they even wanted Voice chat for primals that we already knew how to kill. It also turned more and more into something that was necessary to keep up with informations.
So an ingame vc could just mean that more and more groups are vc only thus could prevent some from joining groups because they cant or wont use it.
(Interesting that I kinda have the same fears than Yoshida in that way, the fear that people would demand it for content)
Until WoW revised theirs, I'd have said no, I wouldn't use it. But they've made it so convenient now that, with the addition of dB normalization and priority speaker, I would absolutely use it.
Current WoW voicechat is a totally different beast from its voicechat of old. It's pretty much identical to Overwatch's.

No, voice chat is the worst.
I hated it way back, when it first started with teamspeak/ventrilo.
I don't want to hear mouth-breathing people, who seem to be in really poor physical condition, laboriously speaking to me while they listen to music and their kids make noise in the background.

Isn't a third party one an avenue to "swatting"/whatever that is? I've heard of this, will someone will not like you and call the police/whomever. In third party ones they can see your IP address, correct?
If I'm just playing with people, in FFXIV or Wow, people can't see my IP address.

I don't even use discord which most people seem to. Therefore, in game voice chat is a no go for me if implemented. Surprised so many people replied with having social anxiety as I also suffer from it.
