It's generally (not even always) required for a very narrow section of content that many players interact with minimally, if at all. The concern is that slice of content would become much broader if it was integrated into the game.
The reason for that is that the game is easy. It's only required for ultimate or savage in progress (and even then you can do without) > for clears I'm talking here.
Now certain statics it's a requirement because they always want to reach higher, so they coordinate their buffs together, pot usage, etc to keep trying to reach more DPS numbers. There's competition for that.
It's not about clearing the content, it's about how fast you can clear it with what jobs and how much DPS everybody did.

A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
