Only if it is OFF by default and there is an option to turn it on/off.
I for one would NEVER turn it on in a game like this.. it will be 50% normal, 50% utter garbage :P
Just stick with Discord etc. i would say

Yep ...... This surely would be a good place to place a famous quote...
But lets not.
Sounds like a waste of resources to me. I'd rather them use those resources for more in game content. And with all the ERP going around lately I'd want to vet people just a little more before randomly going into voice chat with them.

Can everyone be muted by default? That'd be perfect.

No, third party apps are just better and offer more features.
However, it would be handy for when half the people of the group are on PC and the other half on console.
Lol about Yoshi P saying he's not offering ingame voice chat because it can become a requirement, well guess what, there's groups out there where PC player is requirement just so you all can be on the same voice chat.
No in game voice chat because they don't know how to do it, they don't want to spend the resources and/or 90's server hardware and spaghetti code.
Personally voice chat has always been a requirement for me whether I join a group or make one myself (especially in Destiny), friends or pugs make no difference. Of course I'm not talking about the easy stuff.
So much easier to coordinate and talk while battle when you can't type. Not sure why so many people are against it. Voice chat has always been a huge factor in improvement and leads to higher change of succes when doing harder content in any online game.
Letter from the Producer LIVE Part IX Q&A Summary (10/30/2013)
Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
Probably the most likely reason - they'd have to develop and maintain the feature, and with the collection of third-party options that already work just fine (for most) there's no real motivation for them to spend time and money on adding and maintaining the feature.
Honestly, I think the only reason Blizzard even has it for WoW is because they've wanted to turn the Battle.net launcher into a kind of one-stop social spot for players of their games, so adding voice-chat fits within that framework.
There's also the fact that it wasn't actually added to WoW and isn't in the game itself. It's run via the desktop Battle.net app, not the game client.

No one wants it for randos, and for your friends and statics there are better options. It has no reason to exist.

Thanks for the response everyone. I see and agree with everyone's points and reasons. I actually have social anxiety myself and tend to be the quiet one if and whenever I do choose to mic up. Heck, even in text chat I tend to be quiet unless it's close friends. I think my OP came out of curiosity, plus I would tend to have some flickering issues with my client whenever I had discord up.

Seeing how SE developers develop new content and new features, I really don't want this voice chat anymore.
A voice chat feature needs to be implemented from the launch of the game, to build up a community around using it, to be like "VR Chat".
