So you want to report someone just because he/she waits until the timer runs out? Guess what, this thing is there for a reason and i hope that the GM will roast you for wasting his time if you report someone for that.
Sit down and wait, doesn't hurt.
Just roll, go grab some snacks and turn a movie on. Just remember to twitch every few moments. If it bothers you that badly then you should probably seek professional help. This is a video game that has no bearing or weight with what happens to you in real life. Getting overly worked up about someone doing something mildly annoying is just going to encourage them to keep doing it. The best way to deal with a bully is just ignore them.

When stuck with someone not rolling, I hit a dance emote and go get a drink. Usually by the time I come back, the roll's done.
That sounds very rude. I hope it never happens to you again!
Just casually mention your own afk arsenal: HBO, Netflix, Amazon Prime, Hulu, and the like... Then just /sit and see for whom the time was less worth it when they finally roll.
On the whole, it can be more annoying when everyone leaves so quickly (due to farming with just one person who needs the loot and rolled low) that you end up auto-looting something you don't want a mere 5 seconds after the kill, even if also rarer.
I will sometimes not roll on loot in things like raids, where a "one piece per week" restriction exists. Sometimes I will have things that I want the most, but if I don't win the lot on them, I will roll on something else. I don't want to roll on the other thing immediately, because then that roll might process first and then if I win it, I'll be unable to get the thing I want more.
As far as I'm concerned, this is a flaw of the system that was an inevitable result of the one-per-week restriction combined with multiple things dropping at once. I don't feel the least bit bad for doing this in those raids, nor do I get upset at anyone else that does. The system encourages this behavior.
As for everywhere else, though, like dungeons... I just usually assume that most tanks are so gung-ho with the mass pulls and such that people just often overlook the loot.
Not rolling is essentially a roll that has lower priority than Greed. If nobody rolls, everyone who didn't roll (that is still present in the instance) invisibly rolls for the loot so it doesn't just fall to the ground. In short, you can still get things even when you don't manually roll.
The exception to this is any loot that falls under the "one per week" restriction. It used to be that this stuff could automatically fall to people and therefore screw them out of that week's lot. Needless to say, that was a major problem, and it didn't take long for them to fix this (pretty sure Labyrinth of the Ancients was still current when this happened).

[Roll for loot please] I use that. Usually works.
Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.
Other games expect basic competence, FFXIV is pleasantly surprised by it. Other games have toxic elitism. FFXIV has toxic casualism.[/LIST]

There's a topic like this everytime a new raid comes out. And it's like not always malicious. There are people who want Lens, but wouldn't mind a spring or whatever, but they're waiting to see if they lose the Lens first before they roll on the Spring. But there's someone else in the party doing the same, but for the Spring.

Now that the servers get attacked like every day and you are lucky if you don't disconnect mid-battle, you should roll on loot immediately. Maybe we will all get disconnected after the fight and everything would have been for nothing. So rather roll fast or no one may get anything. ;D
Sometimes, when someone is taking a while with that loot, I emote out that I'm rolling on my heels, saying aloud, "I like cinnamon ROLLS. Ahi ROLLS. Hawaiian ROLLS."
If someone just plum forgot to hit the button, they usually check at that point and Need/Greed/Pass. If not, then, well... I can wait. I'd rather not have to, but I can. If you want the thing then roll and win, just like everyone else.
