[Suggestion] /shout changes

I would like to suggest that /shout be changed in the following ways:

-Shouting in Upper Limsa also is heard in Lower Limsa.
-Shouting in New Gridania also is heard in Old Gridania
-Shouting in Ul’dah steps of Thal is also heard in steps of Nald
-Shouting in one housing ward is heard in all housing wards.
-Shouting in Foundation is heard in The Pillars
